The interrupts feature was promoted from /drafts/ to /concepts/ in ag-ui-protocol#1569, but the 'Modified Lifecycle Events' subsection under '## Draft Events' in events.mdx was left behind with a DRAFT badge. Its content (RunFinished outcome, RunStarted parentRunId/input) is already documented in the '## Lifecycle Events' section above and cross-linked to /concepts/interrupts. Remove the stale duplicate so the docs stop marking interrupts as draft.

Restore the property tables for RunFinished (outcome, result) and RunStarted (parentRunId, input) and the Serialization cross-link, but promote them out of '## Draft Events' to their own top-level section, without the DRAFT badge or View-Specification link.
